Title: First Batch of bug fixes

Thank everyone for testing and reporting the bugs on discord in the #reportBUGShere channel.
We got a bunch of goodies from the community testers and have worked on a few so far.

Went ahead and did some quick work to ACE:
[FIXED] 2 idds were not allowed in infiSTAR for ACE medical menu / system
[CHANGED] Weapon Jamming should unJam on First Reload
[CHANGED] EarRinging off by default in ACE mod, can be user configured to be on
[ADDED] Exile #5 Earplugs function now handles ACE earplugs system
[CHANGED] ACE Goggles in Third Person now shows Tint and Effects of worn goggles/mask
[CHANGED] ACE earplugs volume lowered / unconscious volume lowered
[REMOVED] ACE Ear Ringing has been disabled
[CHANGED] ACE show news on main menu has been disabled, (Allow client to configure ON)

Then got onto some of the other bugs reported:
[ADDED] infistar has been updated for a few more idd's of ace medical
[FIXED] Halo jump should be working on DEV test server
[CHANGED] Killboard was given a proper IDD and allowed in infistar
[CHANGED] Exile earplugs are gone, ACE has real ear plugs and on DEV test we have 5 handling the check for ear plugs and then toggle
[FIXED] Fatigue and AutoRun are functioning fine now
[FIXED] All melee weapons will have swing upon picking up
[FIXED] Group HUD weapons displayed issue resolved

Just a quick FYI. Most of the bug fixes above are being tested on the DEV server and are not pushed live to the public test server as of yet.
